For this case, there were losses of life and destruction of property after which the Al Qaeda group led by Osama Bin Laden engineered. The government was the most challenged in this case because there was a picture of its citizens that it had failed to protect its people. The government hoped to increase surveillance of the vulnerable channels of national security. The effects would result in an improved national security layout but, at the same time, compromise the control of private parties over the internet and other IT infrastructure.
